Job Description :

  • Responsible for delivering the field work in a safe and cost effective manner as Owners Engineer with main focus on Quality and compliance to codes, standards and local regulations.
  • Responsible for ensuring that all Static / Equipment / Pressure vessels are completed in accordance with the project specification, drawings and relevant codes and standards and as per project schedule.
  • Monitor and guide contractor to ensure :
  • full and mutual understanding regarding scope(s) of different contract(s) / projects
  • full and mutual understanding regarding interdependences and overlaps of different contract(s) / projects
  • their compliance with LOTO procedures
  • their compliance with relevant codes and standards
  • To ensure that :
  • latest versions of IFC documents are used
  • red pen set of IFC documents is kept up to date
  • manufacturer’s / vendor’s storage and installation procedures / instructions are followed and met
  • Project Quality Control Forms are filled (correct QCF’s are filled at correct project stage) including signing the documents as required.
  • Co-ordination with Easyplant co-ordinator
  • Liaise with other discipline engineers
  • Directing of installation, inspection, testing and pre-commissioning issues / challenges / problems, which are not related to process or equipment safety or functionality.
  • Act as Owner's Focal point to monitor :
  • with contractors supervisor of other disciplines regarding the interdependences and timing of works
  • 3rd parties required for inspections, testing and / or pre-commissioning, if any
  • Personnel of equipment / system manufacturer’s / vendor’s e.g. installation supervisors, including guidance, escort, assistance, permitting, etc.
  • Material handling :
  • Check the materials traceability as per approved Quality forms
  • Check and approve that the construction materials supplied by Construction contractor are according to Project specifications, suitable for intended purposes, installation locations / circumstances, codes / standards / regulations, etc.
  • Inspections, testing and Pre-commissioning; responsible for
  • co-ordinating the scheduled activities with contractor construction management, supervisor / contractors of other disciplines, Refinery Maintenance and Operations team
  • witnessing of the activities and signing the reports / records as required
  • Participate in punch list talkdowns and influence the categorization of punches
  • Verification of closure of punch list before the next phase i.e. from Construction to pre-commissioning and from pre-commissioning to commissioning.
  • Monitor and guide contractors to ensure their compliance with the HSE Plan. Provide visible HSE leadership and Participate in the resolution of HSE issues.
  • Ensure that safety is an integral component of all construction / pre-commissioning planning activities.

  • Responsible for monitoring and achievement of the Project Safety, Quality and Environmental Targets.
  • Review safe work procedures and monitor its implementation at site. Ensure all regulatory and statutory requirements regarding testing and record keeping are met.
  • Maintain full compliance with Owner's policies and procedures.
  • Maintain a daily diary, which shall record progress, problems, manpower and equipment usage.
  • Identify and resolve as necessary interface issues between contractors. Monitor and record the number of contractor employees on site.
  • Be familiar with construction work and permit procedures and statutory requirements.
  • Liaise with the field planner to monitor that the execution plan for each contract is logical, achievable and adequately manned.
  • Establish effective communications with the operations / maintenance team, through discussions, and such other arrangements as are required to maintain close working relationships.
  • Understand and ensure local legislation, statutory requirements and regulations are met.
  • Review and participate in the handover / mechanical completion package from contractors.
  • Job Requirements :

  • Bachelor Degree in Mechanical Engineering from a recognized university
  • API 650 certification as Quality inspector is must
  • Must have worked as Static / Pressure Vessel Site Engineer for at least 10 years in Construction industry.
  • Must have relevant experience in Oil and Gas / refinery or chemical plants
  • Be able to establish safe working practices and be proficient in English (spoken and written).
  • Attended and possess valid AWSHPP, Work at height (supervisor) certificates from MOM approved ATPs.
