SSG will strengthen the adult training infrastructure by taking on all existing functions of the Committee for Private Education (CPE) and guide the Institute for Adult Learning (IAL) to enhance the capabilities and professionalism of adult educators.

SSG will play a key role in the quality assurance for private education institutions and adult training centres. Together with educational institutions and training partners, SSG will ensure that students and working adults have access to high quality, industry-relevant training throughout life.

SSG will also bring together synergies in continuing education and training (CET) and pre-employment training (PET), so skills requirements will continue to meet the demands of different sectors of the economy.

Responsibilities :

The Planning & Analytics Office (PAO) supports the Regulatory, Fraud and Enforcement Group (RFEG) in formulating and managing operations policy and planning for the regulation of the private education institutions (PEIs) and training providers (TPs) so as to strengthen their overall standards.

Specifically, the PAO is responsible for :

  • Identifying and developing policy and regulatory solutions
  • Conducting legislative reviews to ensure Acts and Regulations to remain policy relevant and regulation effective
  • Leading the development and operationlisation of whole-of-SSG Risk Management Framework to identify, manage, and mitigate the risks associated with PEIs and TPs
  • Overseeing development and life-cycle of systems to support RFEG's regulation and risk management of PEIs and TPs
  • Developing predictive analytics for regulatory monitoring and risk management
  • Deriving insights on emerging trenfs in PE and TP sectors for policy formulation and regulatory monitoring
  • Advancing RFEG's strategic partnerships and engagement and key local and overseas stakeholders
  • Supporting the development of private education sector to adopt best practices and build capabilities to deliver better results to students
  • Providing support in financial management, monitoring of KPIs and targets, professional development of RFEG group and division levels; and
  • Performing secretariat duties for committees and key meetings
  • This role reports to a Principal Manager is part of a team responsible to :

  • Initiate policy formulation and review to ensure effective regulation of PEIs and TPs
  • Develop, monitor and review a whole-of-SSG risk management model
  • Oversee the development of RFEG system infrastructure and staff capabilities to support the operationalisation of regulatory policies and strategies
  • Monitor and identify global and sectoral development to enhance intel-gathering, policy review and risk management
  • Monitor budget utilisation, track performance indicators and plan professional development activities; and
  • Perform secretariat duties and other tasks as assigned by the supervisor
  • Requirements :

  • Tertiary qualification
  • Up to 3 years of relevant experience in policy formulation, risk management or data analytics. Candidates with no experience are welcome to apply
  • Able to write well, communicate clearly and enjoys working with data
  • Fast learner who can prioritise and respond to demands of multiple external and internal stakeholders with limited situation context
  • Adaptive, resourceful, driven and able to thrive in fast-placed environment
  • Strong interpersonal skills and engagement skills
