Nature & Scope of Position

The officer will be part of a dedicated team of engineers, architects and quantity surveyors within the Ministry of Finance (MOF) that seeks to ensure value-for-money (VfM) and prudent expenditure in major public building and infrastructure projects.

The officer evaluates and gives technical inputs on major building and infrastructure project proposals by Government agencies which are submitted through MOF e.

g. Gateway Reviews for approval by the Development Planning Committee (DPC). He / She reports to the 2Director (CP2M).

He / She is required to engage various stakeholders of a project (both public and private sector) to achieve the following technical outcomes :

Project Scope & Business Case Analysis

  • Assess the robustness of the business case at the strategic and operational level
  • Identify opportunities, gaps, issues and recommend changes to enhance value and / or reduce cost in the proposals
  • Carry out benchmarking research
  • Identify wider implications of the project e.g. project governance, stakeholder management, risks and externalities
  • Design Reviews in Technical Evaluation of Project & Life Cycle Cost (LCC)

  • Manage the MOF technical evaluation process for building and infrastructure projects submitted for MOF’s funding approval, which seeks to derive a reasonable scope and total project cost for funding approval
  • Identify cost drivers (e.g. high cost building elements) of project costs and engage proposer agencies to optimise LCC of the projects, Â e.
  • g. through design adjustments

  • Apply value engineering techniques, where applicable, to optimise project scope
  • Make broad design assumptions and provide alternative designs for standard projects.
  • When requested, to manage and / or assist projects undergoing Gateway and DPC reviews
  • Requirements

    The officer should possess a relevant Degree or other professional qualifications in Architecture, Engineering or allied professions (e.

    g. Quantity Surveying) with at least 10 years of relevant working experience in handling development projects and has knowledge in following areas :

  • Understanding of project development processes, comprising development planning, design, procurement, construction and maintenance
  • In-depth knowledge of design, construction and maintenance norms and trends in the construction sector
  • Understanding of how various regulatory requirements affect the design and cost of buildings and infrastructure
  • Key planning parameters for scoping and sizing of projects (e.g. capacity projection, space norms)
  • Understanding of principles of design optimisation of buildings in terms of function and space
  • Understanding of project drivers and project risk management
  • Apply principles of integrative systems thinking to identify sub-optimal situations in the proposal and propose innovative solutions that improve VfM outcomes
