To lead the technical team in providing oversight over major Island Partners’ developments and overseeing the implementation of capital projects from inception to completion.

A. Project Oversight
Provide oversight over major Island Partners’ construction activities, ensuring end-to-end coordination with stakeholders to minimal impact to Sentosa operations and guests experience.
Review and monitor Island Partners’ development programme, facilitate strategic review and planning to de-conflict construction activities on the island and mitigate potential impact on operations.
Oversee Island Partners’ construction activities to ensure that SDC interests are safeguarded. This includes review and monitor construction access, wayfinding and traffic management plan, earth control measures, environmental control and monitoring etc.
Ensure that the construction works carried out by Island Partners are in compliance with SDC’s requirements and standards.
Review of contractors’ project risk assessment, method statement, project execution plan, safety plan etc. Identify potential operations related issues or safety risks, and work with stakeholders to effect appropriate solutions.
Review and provide technical inputs and assessment for the Consent to Work application and to ensure that the requirements of the Consent to Work are complied with.
B. Project Management
Oversee implementation of the capital projects from inception to completion, plan and deliver building and infrastructure developments within budget, on time, meet the intended purpose, with good safety record and with minimum disruption to operations.
Lead, coordinate and collaborate with stakeholders to align and deliver projects with the required outcomes and objectives.
The job scope encompasses establishing project brief and requirements, coordinating feasibility studies, developing development programme, establish project cost, ensuring timely funding approval, manage the design and tender process as well as performing core project management and cost control functions.
Formulate process and procedures to monitor and coordinate the construction works, establish scope, roles, responsibilities and deliverables for the technical team.
Update and keep the organization abreast on the progress, critical milestones, major and high risks activities.
Monitor and provide project update covering safety, prognosis of site issues, project status, milestones, quality of works etc.
A recognised degree with relevant experience
Minimal 10 years of project management experience in mega and complex projects above $100 millions.
Experience in stakeholders engagement for end-to-end project coordination, able to influence, get buy-in and win respect.
Experience and able to manage the whole value chain of project from inception to completion.
Good leadership & management skill, experience in leading a team of consultants and managing contractors in project implementation.
Able to anticipate potential construction related issues / risks
